💥 What does this PR do?

• Fixes Selenium Manager tests for Python that were failing on Windows.
• Removes Windows tests from the workflow matrix until [🐛 Bug]: [py][build] Test errors when run with Bazel on Windows (long paths) #16390 is solved.
• Combines Bazel commands into a single invocation. Previously, we were getting false positive test runs (the job would pass if the 2nd bazel command passed, even if the previous test command failed)
