Hours and hours wasted, need help

This should have been a 30 second operation and I'm 4 hours into it? Uggh !!

After you have a dropdown() and then you want to set the options with a javascript array, programmatically, not hard-coded in the html or javascript, but fetched from a database, how do you assign that array as the new drop down options and have it display in the dropdown? This is the #1 usage of this control and I cannot find a single example of it anywhere, not even on google? Bewildered to say the least ..
