Add FTP backup and restore functionality

Implements LAN FTP backup and restore for server and client configuration files, including UI controls and API endpoints for manual and automatic operations. Adds new config options for FTP settings, supports auto-backup on config changes, and restore on boot for device replacements. Also introduces a server pause/resume feature accessible from the dashboard.
