dae is a tool to bring traffic into a proxy server, and it supports multiple proxy protocols it can talk to: http, socks, shadowsocks, ...

dumbproxy is a proxy server itself, it serves HTTP(S) or SOCKS5 proxy connections and can talk to other HTTP(S)/h2/h2c/SOCKS5 proxies, doing some traffic control on the way (access control, dynamic upstream selection, filtering, bandwidth limits, ...). Also sometimes it makes sense to run dumbproxy on client side (e.g. to use it as a smart HTTPS proxy client which exposes simple HTTP proxy without autorization).

dumbproxy is cross-platform and feature-rich proxy; dae is a traffic redirector into a proxy, from the same niche as sing-box, nekobox, redsoc…
