chore(coverage): disable branch and line coverage requirements

set branch and line coverage requirements to 0% for both full and incremental coverage checks

更新了覆盖率配置文件，将全量和增量代码的分支及行覆盖率要求均设为 0%，以放宽当前的测试覆盖率标准
