Better Documentation for base modules

**Issue:** Documentation on how each of the base modules works is somewhat sparse on the code end and the module interface end.
**Potential Solution:**
1. Add more info to / redesign the `.toml` system.
2. Comment on code specifics
3. Create usage guide on how to extend base modules
