Wrong:

Correct:
現時点では、サイト コレクションのアプリ カタログが有効になっているテナント内のすべてのサイト コレクションのリストを表示することはできません。

日本語の内容はともかく#4542のポストによると、テナントレベルのアプリカタログサイトのlists/sitecollectionappcatalog で実はすべてのリストが表示されるということですね。私も確認しました。
