Influence of Sequence in Tenant wide extension against Site level extension

It would be great if you can elaborate on "How Extension Sequence get precedence when it comes Tenant wide extension against Site level extensions". For example., I have 2 ApplicationCustomizer extension (using Header area). One is Tenant wide extension and another is Site level applied extension (using Custom Action). If both has Sequence as 0, which one is loaded first?
