[Enhancement] Support system locale time format in log

I’d like to suggest integrating chrono::Local in a way that automatically adapts to the user's locale settings. This would ensure that time formatting is not limited to AM/PM representation but also supports 24-hour formats where applicable.

I use tracing-subscriber to format the output, which uses time, but chrono also doesn't have any way to detect whether the system uses 12 or 24 hour formatting, and I'm not aware of any cross-platform libraries that can do this either.

Does it need to be cross platform though, from my experience nearly all people play VRChat on windows pc, mostly if you play in VR.

Windows and Linux, they're both supported, Linux has working VR with EnvisionXR, and desktop users. Mac isn't supported, I don't believe you can play VRChat on macOS
