Just curious if its possible to use it in windows cmd provided that I can successfully compile with windows target.

I would expect it to work provided you're using one of the supported shells: bash, zsh, or fish, but the primary devs on this project don't have access to Windows machines for testing. Feel free to experiment, and let us know how it goes. We're also open to any PRs needed to make it work for you.
