Arxiv supports trackback functionality:

arXiv.org supports the Trackback standard. By sending a trackback, you can notify arXiv.org that you've created a web page that references a particular paper. You can view recent trackbacks.

If you would be interested I would be happy to submit pull-request that would be sending summary trackbacks to arxiv.

Ok! I experimented before but the trackbacks never showed up.

I just updated the code in the repo to the live code. I'll start developing on this branch so you can do a pull request here.
