tango.net.util.c.OpenSSL Requires OpenSSL <= 1.0.0

Don't know where/how to document this, but it is important because it's what causes the test suite to fail on OS X. OS X has deprecated OpenSSL and hasn't upgraded it's shipped version since pre-1.0

for those on OS X using homebrew

``` sh
brew install openssl
brew link --force openssl
```

will do the trick.
