Add ability to suggest new strategies using a command

A command could be added to add strategies to the pool.

The command could look something like
```
!strat suggest "name" "description" "team" "tileset"
```

This would likely need to not just add the strategies to the list, but instead create a list that can be reviewed to make sure that the suggestions make sense.
