Dockerise SimplQ to enable self hosting

As a first step to enable self hosting of SimplQ, we need to write a build script and a Dockerfile.

For now created an empty repository simplQ-docker and documented the requirements in the repo's Readme.

The readme is the state we want to be at. There is a thread doing on at the backend repo regarding this: SimplQ/simplQ-backend#113
