SIM 1.13.0 thinks that Solr 8.1.0 is valid for Sitecore XP 9.3.0

Description:
When starting to create Sitecore XP 9.3 instance, SIM validation says that Solr 8.1.0 version must be used, while according to the installation guide and Solr Compatibility Table the correct version is 8.1.1.

Scenario:

1. Start installing Sitecore XP 9.3.0
2. Check validation warnings

Issue is actual
I hereby confirm the issue is new:

• all prerequisites are met.
• it is not a known issue
• it was not discussed before (I used GitHub Issues search)

Valid for QA/DEV
