docs: Add comprehensive developer guideline and improve rate limiting

- Add GUIDELINE.md with detailed step-by-step instructions for developers
- Fix corrupted .gitignore file and add proper macOS/system file exclusions
- Improve rate limiting implementation with better error handling
- Update rate limit configuration and interceptor logic
- Remove obsolete HELP.md and TESTING_GUIDE.md documentation files
- Update docker-compose.yml and pom.xml dependencies
- Enhance RateLimitService with additional rate limit categories
