[Suggestion]: Add a pinned "issue" for tips on how to make an issue here

• I am using the official english version of Slimefun and did not modify the jar.
• I downloaded the official version from the new build site Blob Builds.
• I am using an up to date "DEV" (not "RC") version of Slimefun.
• I am aware that issues related to Slimefun addons need to be reported on their bug trackers and not here.
• I searched for similar open issues and could not find an existing bug report on this.

📍 Description

Create a pinned issue with a locked discussion that basically just highlights what an issue should include and helpful information to include in an issue. For example: people trying to submit bug reports for the plugin when they're using 1.21.x, which isn't supported yet, even in development releases, and shouldn't be reported here. And people using ViaVersion and its products along with SlimeFun. You're using a different Minecraft version than what the server is on, no wonder there would be issues! Also that's more of something to complain to ViaVersion about and not here. Also people who don't troubleshoot it on their own before submitting an issue: please just do a google search, look through the config files, just have some basic problem solving skills PLEASE! I swear most of these issues are either duplicates or just someone who didn't think to look in the config files or logs to see what the problem even was.
