Add date of metadata ingestion

Having a field that tracks the date a file was added to the database enables users to discover the most recent data added to the database.  This would be useful, e.g., for CATCH to discover new data in the archive from the CSS and ATLAS surveys.  These archives are not necessarily delivered in observation time order.
