test: Add comprehensive CLI test coverage (+126 tests, 87.53% coverage)

New test files:
- test_empathy_os_cli_extended.py: 59 tests for run, inspect, export, import, wizard
- test_software_plugin_cli.py: 67 tests for analyze_project, scan, wizards

Coverage improvement: 77.88% → 87.53% (+9.65%)
Total tests: 1,620 → 1,746
