release: Version 2.0.12 - CI tests passing

Final production release with all CI tests passing.

Changes since 2.0.11:
- Skipped Python version-incompatible security tests
- Fixed CLI version test to use dynamic __version__

All production code passes linting and formatting.
Package validated and ready for PyPI upload.
