token and device_id are required fields (headers). They can be provided in a few different ways, but as a minimal example, you can try using:

wscat -c ws://localhost:3000 -H token:your_token_name -H device_id:your_device_id

Based on my brief experience, when you're running your own VoicePing router, you can pretty much provide anything as the token and device ID, and you can get something out the other end when you have two clients connected. However it's worth noting that the Android SDK uses specific token formats and you'll probably need to dig into that code if you want to integrate with, for example, the VoicePing android app or web client (I haven't got too far into that).
