Fix SQL error and remove obsolete BCR bundle section in Openflow SPCS guide

- Fix IDENTIFIER(CURRENT_USER()) SQL compilation error by storing
  CURRENT_USER() in a session variable first, matching the companion
  repo's quickstart_setup_core.sql
- Remove the BCR Bundle 2025_06 section entirely as the bundle is now
  fully released and no longer requires user action
