[invader-compare] scenario tags can not be compared with "-f" since script changes

You will get the following error because it can't find `data`.
```
Data directory "" does not exist
Cannot functional compare levels\c10\c10.scenario due to an error: failed to open a file
```

We might want to re-think functional comparison as it is getting more and more hacky the more we find tag compilation depends on other tags or data.
