We should allow you to override the configuration values for the verifier and generator

Currently the verifier and the generator use the same environment values. However, there could be a situation where you want to sign requests between multiple services or sign requests for one service and receive them from another service. In this scenario you would likely have a different shared secret for each service. This currently does not allow you to do that.
