Bug Report: URL param "ignore_piece_content_status" doesn't work #1337

Observed Behavior
Using ignore_piece_content_status=1 does not produce any visible difference. The missing media zebra patterns and warning notifications are still shown for all VT pieces.
Expected Behavior
To have the GUI show VT pieces without zebra pattern overlays, and without warning icons.

Severity / Impact
It's very common that test systems have all the media missing, either because you load an older snapshot, or because a Package Manager or MAM access has not been configured. It would be nice to use the existing flag to be able to have the GUI look more like a fully-working system when testing.
