Generate Lockfile for FOSSLENS (eclipse-velocitas#5)

* Generate Lockfile for FOSSLENS

The following PR enables Gradles Lockfile mechanism to create
a file named gradle.lockfile for each subproject. The gradle.lockfile
is used by FOSSLENS to detect the used 3rd-party dependencies.
