Add data feed monitoring job

It would be nice to be notified when a critical data feed, e.g. trial observation data stops flowing. I think this job should probably take a list of emails and observations to track as well as a threshold for alerting. It should execute on a cron and alert each user when observation data exceeds the threshold.
