fix: Downgraded CompilerServices.Unsafe from 5.0.0 to 4.5.3
Downgraded CompilerServices.Unsafe to the exact version System.Memory depends upon. It seems dependency version mismatch sometimes causes FileNotFound exceptions in System.Memory. Also replaced NET 4.x versions of assemblies with NET Standard 2.0 ones.
