Clicking Pay, no option to pay with new bank account, only CC #171

Forgive me if this has been commented on before, I did search, I did not see it.
If a customer does not have a bank account added, and they go to pay, the only option available is to pay by new card. This should be selectable to be a bank account payment as well versus having to save it first in the landing screen?
