how can i update phpoffice/phpspreadsheet ^1.19 or higher

I want to composer requires phpoffice/phpspreadsheet ^1.19 ,but fail.

• maatwebsite/excel 3.1.31 requires phpoffice/phpspreadsheet ^1.18 -> satisf iable by phpoffice/phpspreadsheet[1.23.0]. - maatwebsite/excel is locked to version 3.1.31 and an update of this packag e was not requested.

Why? It already installs 1.23. Why do you want to downgrade to 1.19?
