Currently, TF2 is launched either through the Steam client's -applaunch arg or the janky "Use HLAE" checkbox with largely hardcoded arguments.
Modifying this to a user-expandable list that allows specification of launch parameters using the existing file launcher argument list mechanic would make things a lot easier.
Three standards could include HLAE, Steam and Direct.
