Research on GitHub bots we can use for automatically labelling PRs/issues #203

General Issue
Most of the times, the PR is either waiting review from the maintainer or waiting for the contributor to apply the suggestions. As a maintainer, I have to reopen the PR one by one to see whether it's actually waiting a review from my side or not. It's quite time consuming to do this. I know I can monitor my email box as well, but I think if there's a bot can place labels on PRs, labels like waiting for maintainer review, that would be nice
