Upgrade puppet dependencies to latest versions

Currently, some of the dependencies of the project are old and should be upgraded to the new releases.

• puppetlabs/stdlib (>= 4.6.0 < 7.0.0) - Latest 8.1.0
• puppetlabs/apt (>= 1.7.0 < 8.0.0) - Latest 8.3.0
• puppet/epel (>= 3.0.0 < 4.0.0) - Latest 4.1.0
• saz/sudo (>= 3.0.9 < 7.0.0) - Latest 7.0.2
• puppetlabs/inifile (>= 1.2.0 < 5.0.0) - Latest 5.2.0
• puppet/mongodb (>= 3.1.0 < 4.0.0) - Latest 4.1.1
• puppet/rabbitmq (>= 4.1.0 < 11.0.0) - Latest 12.0.0
• puppet/nginx (>= 0.5.0 < 2.0.0) - Latest 3.3.0
• puppet/nodejs (>= 1.3.0 < 8.0.0) - Latest 9.0.1
• puppet/redis (>= 7.0.0 < 8.0.0) - Latest 8.3.0

We should add some kind of code check tool to report old versions of puppet dependencies as well (like dependabot)
