Regent: could not find valid realm installation

I build legion with regent`s setup_env.py using cmake. Trying to build s3d with make I get the following error:

/lustre/orion/cmb103/scratch/seshuy/legion_s3d_subrank/legion/runtime/runtime.mk:64: *** Could not find valid realm installation in ""

Regent does not actually install Realm for me to be able to build S3D using make.

Right, for the makefile side of things, realm needs to be built separately. I'm not sure how s3d builds legion.

Realm has already been built. It just hasn't been installed. @elliottslaughter said he needs to update setup_env.py to install it so I opened this issue so we don't forget about this.

The Regent build predates there even being an option to install Legion. In the distant past, there were no generated files, so we just needed the source and libregent.so. Once we added generated files, we patched it up so that Regent would find the various *_defines.h files in the build directory, but still look up everything in the original source directories.

At this point this approach has far outgrown its usefulness, and we should just rip it out do the install properly. But that involves ripping out the guts of setup_env.py as @syamajala mentioned.

Also I should note that this is a blocker for me to test grandrefactor with s3d.
