[Enhancement] Serene Seasons biome tag support

Add Skylands biomes to the tag sereneseasons:blacklisted_biomes, so that they are unaffected by seasonal changes caused by the Serene Seasons mod. This makes the native season of the Skylands biomes apply all year around.

Fixed for the (coming soon) 1.21.5 version of Terralith. Keeping the issue open so I remember to backport it.
