[bug] Healthcheck Does Not Report Accurately Following Loss of Network

To reproduce:

1. Disconnect network from server (allow some time for blocks to pass)
2. Reconnect network
3. Blocks will be added and accurate sync progress reported in logs
4. Healthcheck will report fully synced, despite still syncing in background
