[bug]: Health check takes too long to succeed

Current Behavior

Health check takes too long, tells user to wait when site is ready to visit.

Expected Behavior

Health check should say "Ready" sooner.

Steps to Reproduce

1. Start service
2. Wait for Health Check to reach starting phase
3. Click launch UI

Note that the service is ready, but the health check is still failing.
