Add up vote function

Needed for Events, News, Resources, and People.

From index and show, a logged in user can click an icon to (boost, bump, co-sign, nod, thumbs up, appreciate, yes!) unsure of what terminology should be.
If a user has already voted, they can click remove their vote.

Default index view of all things use this metric, and somehow incorporate a list ordered by descending number of these votes.

Index view could be rearranged by:

People:

1. votes
2. Name (alpha)
3. tags

Events:

1. top two as featured, with chronologically listed below
2. just popular

Resources:

1. votes
2. tags

News:

1. top N as featured, with chronologically listed below
2. ordered by votes (desc), posted: * today * this week * this month
