Include tags in things that are calculated during contexts

When trying to make tags I found out that the contexts they use are different from the contexts cards use. I think it'd be interesting to have tags be included alongside cards when a context is calculated. For example I have a tag that duplicates the next Spectral card used, it would've been nice to be able to use context.using_consumeable for that. Instead I had to hook the Card:use_consumeable function.
