Append summary to CSV file with date #2
Description
An organisation may want to observe changes in license & readme prevalence over time (e.g. to measure success of an Open Source policy). Rather than breaking this down to namespaces, it would be sufficient to output the overall summary.
Best in a way that ensures previous data is not overwritten, so that a downstream analysis or visualisation would not need to be updated.
