USER ISSUE: Treasury Taxes reset after server restart #25710

Version: 0.12.0.4 beta release-946
Steps to Reproduce:
Set Taxes and other settings in Treasury. Shut down the server and start it again.
Note: settlements are disabled. Treasury is installed in the room were 322 of 322 m^2 are used.
Expected behavior:
Taxes are applied again after server is restarted.
Actual behavior:
All taxes are being reset to 0. Global default currency is also not set.
