USER ISSUE: vehicle collision does not work on loading into world #25713

Steps to Reproduce:

  • Spawn barge / elevator (let's call it "carrier vehicle")
  • Spawn ground vehicle (reproduced with wooden cart, let's call it "carried vehicle")
  • Park carried vehicle on/in carrier vehicle
  • Move away so this location unloads from active reality bubble
  • Return to reload location
  • (Optional) Repeat several times if not encountered

Expected behavior:
Both carrier and carried vehicle are loaded into reality bubble and physics are applied after that: carried vehicle is in/on carrier vehicle.

Actual behavior:
Vehicles are loaded in any order and physics is enabled separately, so sometimes carried vehicle is loaded first and falls before carrier vehicle is loaded. Ex. cart sometimes "falls through" barge/elevator when approached.

Do you have mods installed? Does the issue happen when no mods are installed?:
No mods, created new world to test.
