[FR]: Share Limits: Option to not count stopped torrents in "Enable Group Upload Speed" #954

Is your feature request related to a problem? Please elaborate.
I have 4 torrents in a group. The "Enable Group Upload Speed" is set to 400KB/s. Each torrent gets 100KB/s. Once the torrents have met their seeding limit, they are stopped. However, they are still allocated 100KB/s each.
Describe the solution you'd like
I would like a checkbox to have stopped torrents not count towards the "Enable Group Upload Speed" option. So If 3 torrents have met their seed limit and have been stopped, the final torrent is given the entire 400KB/s upload for its own.
Does your solution involve any of the following?
- New config option
- New command option
Describe alternatives you've considered
I could apply cleanup, or remove the torrents manually, but I might wish to resume seeding these torrents.
Who will this benefit?
Probably very few users.
