Ble server progress

Hello,
I noticed @DamianSuess pushed changes on the feature/BleServer branch, are you currently working on it ?
I am very interested in this feature, I know there is a different repo implementing it already, but it would be cleaner to have a single NugGet doing both Server and Client.

Yes, this is back to in-progress to make it a part of the library for developer ease.

Alright, FYI I have been working on it this week too. I was planning on making a pull request today with my code.

For now, I am able to create a custom advertisement and a Gatt server with characterisitcs. I have to add the Descriptors and callbacks functions to write/read the characteristics data (and do some code cleaning).

Give me a few days to run some tests. At a glance, this is very nice!

Think I'd like to ensure is checking for any breaking changes for users when upgrading (i.e. <T> to <object>), and documenting this out for the release notes. Overall, it looks great.

Of course. I know there are a lot of files to review, even if I tried to avoid changing your code as much as possible. I also made a lot of changes in some commits, which might not be very understandable, sorry.

This <T> to <object> change seemed necessary otherwise I had a BlueZ/Dbus error when creating the Gatt service (not showing during compilation, but when running the code). There might be other ways to do it, feel free to make any modifications.
At first, I tried to modify and use your GattCharacteristic class, but it would have implied too many changes, which is why I prefered creating a (kind of redundant) GattCharacteristicServer class.

In DBusInterfaces.cs I also changed the type of ManufacturerData from IDictionary<string, object> to IDictionary<ushort, object> because the companyID was not identified and linked to a Bluetooth company name by my scanning device when using a string.

Finally, you should know that all the flags in my Flag classes (in GattDescriptor.cs and GattCharacteristicServer.cs) were not tested. The most common ones (Read, Write, WriteNoResponse, Notify) work, but I have no idea regarding the more exotic ones.

Really looking forward to this, I've just pulled in the pkg for normal connections to peripherals and I have a need for the server side of this as well.
