Environment Information
Please include the following:
- version of cookbook: 1.4.0
- version of chef: 13.4.19
- operating system: amazon linux 1
- resources that are affected by issue:
sumologic-collector :config action
Expected Behavior
What should have happened?
user.properties needs to be configured before the collector gets installed and registered.
once installed setting fields in user.properties won't apply even if the service gets restarted
Actual Behavior
What actually happened?
user.properties gets configured in the file but its content doesn't apply after restart

Please list the steps required to reproduce the issue
call sumologic_collector with the config option while setting fields
Important Factoids
Are there anything atypical about the setup that we should know? For example everything goes through an HTTP/HTTPS proxy or I do not use rabbitmq.
