View comment is visible when assigned contributor editing the question of not accepted question set

Steps to Replicate:

1. Login as an assigned reviewer
2. Open the with target collection Project
3. Review the question set
4. Click on Request for change, add a comment
5. Logout
6. Login as a assigned contributor
7. Open Project and Open Not accepted question set
8. Click on MCQ
9. Click on Edit
10. View comment is coming when contributor edit the question

Actual Result:

view comment is coming when contributor edit the question

Expected Result:
view comment should not come when contributor edit the question
