New API version for Multi-Lingual and QuML compliance

Hi folks!

These are two major changes that will be coming up in the release 6.0.0 as detailed below,

• Fixing the gaps identified in the QuML implementation in the inQuiry building block as detailed here.
• Introducing multi lingual changes in the API layer to store the question and related information in multiple languages.

As these are breaking change major version upgrade will be done.
