Multi-Lingual Support by the inQuiry Editor & Player

Context
The inQuiry V2 APIs will be supporting creation & storage of questions / question sets and in multiple different languages.

Proposal
The Editor & Player can be extended to leverage this. ie, Editor can support creation of questions / question set in more than one language and the Player can have the capability to select one of more languages while playing.
