Addition of pr create automate message

I want to create an automate message on pr created by any contributor to make the workflow more reliable and efficient. It will benefit the user to know what needs to be checked during pr so that they can modify it. I have attached the screenshot what I want to do.

Please @Suraj-kumar00 check and assign the issue and add the gssoc25 label and level of contribution
