60: Massive update for Sysmon 7.1

Huge update I've been working on for 6 months that renovates and improves all areas of the configuration. Requires Sysmon 7.1.

I'm sorry I don't have more specific change logs, everything should be pretty explanatory and commented.

I've been working on our internal configuration and finally ported it over to the public file. I need a better solution to manage public/private configurations.
